Hello,
Cologne was conquered by the Franks 459, so perhaps conquering that City might be playable in ROTF...; the capital (base of power) of the tribe should be Tornacum (today: Tournai/Dornick; in that time also a centre of weapon production and former Oppidum of the once mighty Nervii-tribe [See Cesar - de bello gallico]), where also was the grave of Merowech's son Childerich was discovered.
btw: Köln is written with that special o.

Hi. We chose Köln (or in that time, Colonia Agrippina) because it was always an urban center with constant flux of Franks and also Romans. The start of the Merovingian dynasty began with Merovech unifying all Franks and Romans in his land under his banner, and because it is in a central position, midway between the sea and with the Rhine there, its the perfect urban center for their campaigns.
Many urban centers officially under roman rule many times were already co-opted by tribes, due to loss of communications with the empire, and this is the case with many 'neutral' territories in Rise of the Foederati.
Your suggestion of adding Tornacum as the seat of the Franks would be perfect if our game was situated 10-15 years from it. The Wikipedia article states it well, here: "Under king Childeric I, whose tomb was discovered there in 1653,[5] Tournai was the capital of the Frankish empire". There'll be many references to Tournacum being a future capital, however, because of your suggestion; it really was a production center back then, and will continue so during the time of Rise.

Actually, on closer look, you might be right in that Tornacum could be the center of Frankish nobility. We'll study it more and if it is the case, switch the capital.
